Process development of logistics support and maintenance for the Frigates FREMM.

FREMM ( European Multi Mission Frigate) is a program based on international Italian – French cooperation and the agreement reached between Nations and Industry. The ships will be characterized by high flexibility in operational use, and once delivered to the Navy will replace the Frigates currently in service.
The program includes:

  • Design, development and production of Multi Mission Frigate for both French Navy and Italian Navy
  • The design of the system of logistical support and provision of initial support elements
  • Preparation of the period of industrial support “ad interim” TGS (Temporary Global Support – Support in the life of the ship)
  • Service delivery TGS

Requirements:

  • Analysis of Navy arsenals’ criticalty for TGS FREMM
  • Load sharing for the maintenance period of the vessels
  • Identification of Life Cycle Cost
  • Analysis and Support for the organization of the period TGS FREMM

Activities:

The correct operation of a vessel is tied to all the maintenance activities (preventive and corrective) to be made on the same.
To define, develop and provide logistic support to Naval Units of Class FREMM, it was necessary to conduct a study on the proper integration between the activities of private industry and those charged against the Navy.
An activity of great importance has been that turn on the field at the principal arsenals of the Navy (Taranto, LaSpezia and Augusta). Based on the results of the field visit a GAP Analysis has been prepared in relation to the needs of naval vessels, which highlighted the inconsistencies and operational infrastructure and allowed to delineate a map of the programmatic requirements of the operational and planning support to allocate during TGS.
At the center of the studies there was also timely and through analysis of the private organization, carried out in order to identify the specific facilities dedicated to supporting and strengthening the TGS direct interface with the public Marina.
It was applied to the support during operation (ISS) of FREMM test methodology of Life Cycle Cost (LCC), wich allows to optimize and to achieve better results in terms of durability, performance and sustainability of the work. The purpose is to ensure maximum availability of technical Naval Units at the lowest possible cost.
In order to support this activity was carried out a study of load distribution in terms of maintenance man-hours, skills, tools and infrastructure that will require the FREMM Naval Units at the end of the warranty period, until the modernization of half – life, provided in average 17,5 years after the entry into service.

Results:

  • Assessment of availability of infrastructure, resources, know-how and human resources necessary to deliver the service
  • Optimization of processes and activities in support of TGS
  • Transfer of Know-how to industry standards in logistics in support of the naval unit
